2001年7月10日,省公安厅黄子钧副厅长、消防总队朱力平总队长在上虞调研农村消防工作时,提出了建设志愿者消防组织,加强农村基础消防工作,实行群防群治的要求。按照两位领导的指示,上虞市于当年8月率先成立了志愿者义务消防大队,并在崧厦镇开展了志愿者义务消防中队试点。10月底,绍兴市政府在上虞召开了志愿者消防组织建设现场会,在全市进行推广,取得了良好的效果。绍兴市消防支队傅梦飞支队长就如何建设一支有效的志愿者义务消防队,实现消防群防群治作如下阐述,以供参考。
