敌后沪郊游击队频袭日军上世纪30年代上海沦陷后,日寇所到之处烧杀淫掠,无恶不作。郊区民众为反抗日本侵略者的暴行,自发组织起了一些抗日武装,尽管比较分散,但当时中共还是非常重视上海郊区的抗日斗争。针对敌人在上海外围兵力不足,后方薄弱的情况,中共江苏省委专门成立了由沙文汉、林枫任正、副书记的外县工作委员会,帮助开展郊区的群众
