近年来,渭南各级政府在发展循环经济的探索中,在政策管理、企业实践等方面取得了一些成果。但面对资源与环境的硬约束,且地处西部欠发达地区,经济整体发展水平低,循环经济的发展也凸现出很多问题,尤其是如何尽早把高新产业开发区建成环境友好型、资源节约型的园区还面临着诸多问题和困难。本文提出应借鉴发达国家发展循环经济、建设循环型社会的经验,结合我国实际,按照循环经济的理念,针对渭南国家高新技术开发区,探索具有中国特色且适合该区的循环经济发展模式。
In recent years, all levels of government in Weinan in the development of circular economy exploration, in policy management, business practices and achieved some results. However, faced with the hard constraints of resources and environment, and located in the underdeveloped areas of the west, the overall economic development is low and the development of circular economy also highlights many problems. In particular, how to build a hi-tech industrial development zone into an environment-friendly and resource- Type of park is also facing many problems and difficulties. This paper proposes that we should learn from the experience of developed countries in developing circular economy and building a recycling-oriented society, and in light of the reality of our country and in accordance with the concept of circular economy, explore the development model of circular economy with Chinese characteristics and suitable for the region in accordance with the Weinan National Hi-Tech Development Zone.
