政策评估是政策过程的一个重要环节。事业单位人事制度改革是一项影响广泛的政策,通过对其进行评估,人们才能够判断政策改革是否收到了预期效果,从而决定这项政策是应该继续、调整还是终结;通过政策评估,还可以总结政策执行的经验教训,使事业单位人事制度改革朝着更高效的目标开展。本文基于验证-还原框架,集结事实验证和规范验证,从改革的形成、执行的目标及效率等方面,构建事业单位人事制度改革的评估模型。
Policy assessment is an important part of the policy process. The personnel system reform in public institutions is an influential policy. By assessing it, people can judge whether the policy reforms have received the expected results, so as to decide whether the policy should be continued, adjusted or ended. Through policy assessment, Summarize the experience and lessons of policy implementation so that the personnel system reform in the public institution will be carried out toward a more efficient goal. Based on the verification-restoration framework, the article verifies and standardizes the verification, this paper constructs the evaluation model of personnel system reform in public institutions from the aspects of reform formation, implementation objectives and efficiency.
