各市、县(区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:自2001年4月国务院部署开展安全生产专项整治以来,我省认真开展了煤矿与非煤矿山、危险化学品、道路与水上交通、烟花爆竹、公众聚集场所、特种设备、学校等七个方面的安全生产专项整治,并取得了阶段性成果,有力地改善了全省安全生产环境,确保了安全生产形势的基本平稳。但目前我省专项整治还在一定程度上存在进展不平衡、工作不够深入等问题,事故隐患还大量存在,重特大事故仍时有发生,安全生产形势不容乐观。为进一步推进我省安全生产专项整治工作的深入开展,现将国务院办公厅《关于深化安全生产专项整治工作的通知》(国办发[2003]60号)转发给你们,并提出以下贯彻意见,请一并认真落实。
