9月15日,广东省外贸集团有限公司正式成立,并在广东省府礼堂隆重举行了揭牌仪式。当钟启权副省长与广东省外贸集团董事长李德和揭开广东外贸集团大牌上的红头盖时,掌声骤起——广东省外贸集团的成立,标志着广东外贸发展史已揭开历史新篇章。广东省外贸集团作为广东省人民政府授权投资机构,与所投资的独资、控股、参股企业的关系,是以产权为纽带的出资者与经营者的关系,主要对独资、控股子公司实施产权、人事、决策、投资收益和财务等五大管理。在揭牌庆典仪式上,李德和董事长回顾了广东省属国有外贸企业曾有过的辉煌。改革开放以来,其为广东拓展外向型经济,促进国民经济的发展作出过重要贡献。然而旧的体制,沉重的包袱严重束缚着国有外贸企业。
On September 15, Guangdong Foreign Trade Group Co., Ltd. was formally established and a grand opening ceremony was held in the auditorium of Guangdong Provincial Government. When Vice Governor Zhong Kaiquan and Li Dehe, chairman of Guangdong Foreign Trade Group, unveiled the red head cover of the big group of Guangdong Foreign Trade Group, the applause suddenly started - the founding of Guangdong Foreign Trade Group marks a historic new development in the history of foreign trade in Guangdong Chapter. As the authorized investment institution of Guangdong Provincial People’s Government, Guangdong Foreign Trade Group has the relationship with the wholly-owned, controlled and joint-stock enterprises invested by it. It is the relationship between the investor and the manager with property rights as the link, Personnel, decision-making, investment income and finance five management. At the opening ceremony, Li De and the chairman reviewed the glories of Guangdong’s state-owned foreign trade enterprises. Since the reform and opening up, it has made an important contribution to expanding the export-oriented economy and promoting the development of the national economy in Guangdong. However, the old system and the heavy burden severely constrain the state-owned foreign trade enterprises.
