作为民生基本法的《社会保险法》的制定与出台,无疑为我国亿万劳动者和城乡居民编织了一个涉及养老、医疗、失业、工伤和生育五大险种的民生保障网络,其规定处处体现了全社会对民生的诉求和人文关怀,如《宪法》对民生规划和建设的高屋建瓴、可持续发展观的再体现、“以人为本”理念的贯彻、兼顾公平与保障困难群体参保,等等。
The promulgation and promulgation of the “Social Insurance Law” as the Basic Law of People’s Livelihood undoubtedly weave a livelihood guarantee network covering the five major categories of endowment insurance, medical insurance, unemployment insurance, work injury insurance and childbirth for hundreds of millions of laborers and urban and rural residents in our country. Appeals to the people’s livelihood and humane care, such as “Constitution” on the people’s livelihood planning and construction of the high house built, the concept of sustainable development, “people-oriented” concept, taking into account fair and guarantee groups of people insured, and so on.
