会工赵字第409号現将劳动部公布试行的“蒸汽锅炉使用登记试行办法”和“对蒸汽锅炉司爐工人的安全技术管理试行办法”转发给你们,請认真贯彻试行。关于试行中的有关问題通知如下: 一、蒸汽鍋爐使用登记和司炉工人统一技术考试,这两项工作,工作量比較大,作起来也比較复杂,各地必须以劳动部门为主組织有关方面的力量共同来进行,以保证工作的順利开展。二、为了保证蒸汽鍋爐的安全运行,劳动部制订的“对蒸汽鍋爐司爐工人的安全技术管理试行办法”中对司爐工人的条件作了明确规定,沒有通过考试,发给“合格证”者,不许单独操作鍋爐。为了实現这一要求,各地应立即开展司爐工人培訓工作,帮助他们提高操作技朮水平,为全面进行司爐工人统一技术考试作好准备。在考试时,各地并应成立考试委員会来领导这一工作和负責办理考试工作中的有关事宜。三、对于0.7表大气压和不足0.7表大气压的蒸汽土鍋爐以及鑄铁片鍋爐的登记,均按本办法执行。四、司爐工人技朮考试办法、标准和操作证以及蒸汽鍋爐使用登记証,由省统一制发和印刷。上述两个办法的试行情况,請于今年十二月底以前向省劳动局作一次报告。
