督促检查从本质上讲,是实施科学决策中的一种领导行为,属于领导工作范畴。它在科学领导中的地位和作用,主要体现在以下三个方面:一、督促检查是各级领导实施领导行为的关键环节。一般来说,实施科学领导,应完成科学预测、正确决策、组织实施、信息反馈、二次决策等行为过程,督促检查就是整个科学领导行为中的一个关键环节。如果这一环节的工作做不扎实,就必然影响工作效率和工作质量,使决策难以达到预期目的。从这个意义上讲,督促检查不仅是督查部门的职能,更是领导者的重要职
To supervise and inspect is essentially a kind of leading behavior in implementing scientific decision-making and belongs to the category of leading work.
