中国人民银行条法司司长陈小云日前在西安透露,人民银行今后将继续积极贯彻国家关于实施西部开发的战略方针,采取有效的信贷政策推动西部大开发战略目标的实现。首先,继续加大对西部地区重大建设项目的信贷投入,支持西部地区加快基础建设的步伐,特别是经济效益和社会效益比较好的项目,如电力、水利工程等。重点支持铁路项目、天然气等能源项目的建设。对国家安排的西部国债配套项目,尽力支持。对已经批准贷款的项目,将根据建设进度保证贷款到位。第二,加大农业信贷投入,推动农业发展。发展节水农业,以“企业+农产”的方式促进农业发展。第三,利用信贷杠杆支持西部产业调整。选择一批有一定规模、基础较好的小城镇,对供水、供电设备建设增加适当投入。对有市场、有效益、有信用的中小企业提供支持。人民银行在再贷款政策上将再次向西部倾斜。利用金融手段,使东部优秀的企业多向西部投
