一、认识市场市场是商品经济的产物,列宁曾经指出:“哪里有社会分工和商品生产,哪里就有市场。”十三大报告指出:新的经济运行机制,总体上来说应当是“国家调节市场、市场引导企业”的机制。但长期以来在我们邮电部门,一方面由于受传统的产品经济理论观点的影响,存在着严重的重生产轻流通的倾向;另一方面由于邮电通信长期处于严重落后状态,在供求关系上一直是“卖方市场”,根本没有什么市场观念,普遍存在着坐堂待客、等客上门的“官商衙门”作风。这种思想和作风如不彻底改变,就很难适应商品经济蓬勃发展的需要。因此,在邮电部门必须学习市场,认识市场,真正按市场规律办事。第一,市场是连接生产与消费的纽带。在自然经济的条件下,生产与消费联系在一起;但在商品经济的条件下,生产与消费彼此分离,通过市场联系在一起,市场的需要就体现在商品的销路上。

Therefore, the post and telecommunications departments must learn the market, know the market, and act according to market rules. First, the market is a link between production and consumption. Under the conditions of natural economy, production and consumption are linked together; but under the condition of commodity economy, production and consumption are separated from each other and linked through the market. The market needs are embodied in the sales of commodities.
