“问渠哪得清如许,为有源头活水来”。资本的生命在于清泉活水般的生生不息,获得天光云影之灵动,使其衍生壮大。上海的国有经济结构调整、产业结构调整、所有制结构调整以及国有企业战略性改组之所以取得进展,很大程度上得益于国有资本的不断流动和重组。实践证明,国有资本只有在运动中才能增值发展、提高质量、增强控制力和竞争力、发挥真正的主导作用。国有资本的流动不能局限于它本身的范围,不应是封闭式的,而应以开放的态势,全方位、多层次、宽领域、大容量吸引国外资本和民间资本。

Practice has proved that only when the state-owned capital can increase its value during the campaign, improve its quality, enhance its control and competitiveness, and play a real leading role. The flow of state-owned capital can not be limited to its own scope. It should not be closed-ended. Instead, it should attract foreign and non-governmental capital in an open, comprehensive, multi-level, broad and large-scale manner.
