近几年来,北辰区把科技工作摆上首要位置,把科技进步与创新作为转变经济增长方式、提高经济增长质量、实现又快又好发展的战略之举,不断加大组织推动力度,大力实施“科教兴区”和“高新产业带动”战略,使经济增长逐步转移到依靠科技进步和提高劳动者素质的轨道上来,促进了区域经济的跨越发展。2005年,全区实现生产总值167亿元,是“九五”末的2.3倍,五年年均增长18.5%;三级财政收入31.57亿元,是“九五”末的4.7倍,年均增长36.3%;农民人均纯收入8800元,是“九五”末的1.6倍,年均增长10.2%,圆满和超额完成了“十五”计划的各项目标任务。2000年以来,连续三次通过全国科技进步考核,三次被国家科技部评为全国科技工作先进区,2004年评为全国科技进步示范区。同时,被科技部确定为全国农村技术市场试点区,全国科技成果推广示范区、国家级星火技术密集区。
