论述了制度创新和技术创新两种政府管理创新的方法,指出只有将技术创新与制度创新相结合,才能真正实现建设服务型政府的电子政务终极目标;分析了绩效驱动对电子政务深化应用的推动作用,以硚口区电子政务总体框架设计及公共服务与社会管理综合平台应用为例,阐述运用现代管理理念和信息技术、创新绩效驱动的电子政务管理模式,解决驱动政府部门更加重视公共服务、对其精细化管理和考评的难题。
