未成年人犯罪是与环境污染、吸毒贩毒并列的世界三大公害之一,成为世界各国广泛关注的严重社会问题。尤其是在当前,规划和构建和谐社会已成为我国各项工作新的重要主题的情况下,刑事政策应以和谐理念为终极价值,应从国家本位向国家与社会本位转变,更注重人文关怀。如何从完善未成年人刑事政策入手,来预防和减少未成年人犯罪已成为当前的重要课题。
Juvenile delinquency is one of the three major public hazards in the world that is tied with environmental pollution, drug abuse and drug trafficking and has become a serious social problem that has drawn widespread attention in various countries of the world. Especially in the current situation where planning and building a harmonious society has become a new and important theme for various tasks in our country, criminal policy should take the concept of harmony as the ultimate value and should change from the national standard to the standard of the state and society and pay more attention to humane care. How to improve juvenile criminal policy to prevent and reduce juvenile delinquency has become an important issue at present.
