千秋大业,教育为本。基础教育,本中之基。基础教育是一个地区乃至国家的千秋基业。改革开放以来,天津市基础教育取得了巨大成就,各项事业发展量化指标在全国名列前茅,有力地推动了经济和社会发展。回顾和总结改革开放以来特别是进入新世纪以来,天津市基础教育发展的历史进程,无疑对未来天津市教育乃至经济、社会各项事业的发展都具有历史借鉴意义和实践指导价值。
