一、“法人投资”制是改革深化的产物 我国改革开放之后,随着固定资产投资规模的逐年增大,投资效益不高的问题日益显露出来。自80年代初期以来,在投资领域中有许多改革措施都是为提高投资项目的效益而制定的,如拨改贷、投资包干、建立工程承包公司、可行性分析制度、招投标制、建立国家投资公司等等。这些改革措施虽然都起到了一定的作用,但由于不能解决传统体制对建设项目的部门割裂管理所造成的没有人、也没有部门能对建设项目从筹划到投资运营、资金回收的全过程负全责的问题,国有资产投资效益一直也难以得到真正的提高。
