On November 16, 2015, “Surging News” (www.thepaper.cn) released a widely-watched news report that Liu, a lecturer at the Huai’an Party School, is suspected of having a serious academic problem of “ End behavior. According to CNKI’s search, Liu’s article entitled ”Research on the Dilemma of Coordination between Government Management and Grassroots Autonomous Communities“ was published in more than 10 magazines such as ”Decision Consultation,“ according to ”Surging News“ reporter. The top record is an article titled ”Research on the Output Mechanism of Public Policy Based on Multi-center Governance“ published by 16 magazines such as ”Theory Construction“. Others such as ”Public Service for Township and Township
