行政文化是行政主体在行政实践活动的基础上形成的以行政价值观为核心的行政意识形态。行政文化是行政管理的灵魂,制约着行政管理的发展。建设社会主义新型行政文化,可树立公务员的公共行政意识、正确的行政价值观和培养健康的行政心理。应从行政组织自身来加强社会主义新型行政文化的建设,从行政组织外部探索新型行政文化的形成机制。
Administrative culture is the administrative ideology with administrative value as the core formed by administrative subject on the basis of administrative practice. Administrative culture is the soul of administration and restricts the development of administration. Building a new socialist administrative culture can establish public servants’ sense of public administration, correct administrative values and cultivate a healthy administrative psychology. From the administrative organization itself, we should strengthen the building of a new socialist administrative culture and explore the formation mechanism of a new administrative culture from the outside of the administrative organization.
