解决群众“看病贵”问题是我国新医改的主要目标之一,药价虚高也是全社会关注的热点。本文主要从制度成本的视角分析造成“药价虚高”的主要原因,认为“看病贵”的根源在于“以药养医”体制,药价监管方式不完善、医保控费机制的不健全和医药产业集中度低直接导致、助长了药品价格虚高。最后从实现医药分开、充分引入市场机制转变药品价格监管方式和完善医保控费机制几个方面提出政策建议。
To solve the problem of the masses “seeing a doctor is expensive ” is one of the main goals of the new medical reform in our country. The high price of medicines is also the focus of attention of the entire society. This article mainly analyzes the main reason of “high drug prices” from the perspective of system cost, and thinks that the root cause of “expensive medical treatment” lies in the system of “relying on medicine and medicine”, the imperfect supervision mode of drug prices, Fee mechanism is not perfect and the pharmaceutical industry is a direct result of low concentration, contributed to the high price of drugs. Finally, policy recommendations are put forward in the following aspects: separation of medicine, introduction of market mechanism, transformation of drug price regulation and improvement of medical insurance control mechanism.
