On December 19, 2016, the State Council issued a “13th Five-Year Plan” notice for the development of a national strategic emerging industry. The circular pointed out that by 2020, the development of strategic emerging industries will achieve four major goals: the scale of the industry will continue to grow, and will become a new driving force for economic and social development; innovation capacity and competitiveness will increase significantly to form a new highland for global industrial development; and the industrial structure will be further optimized. To form a new industrial system; the development of strategic emerging industries has become a leading force in promoting the sustained and healthy development of China’s economy; China has become an important manufacturing and innovation center for strategic emerging industries in the world, forming a group of global influence and dominance.
