本文首先引入地方公共服务重新构建本地市场效应模型,从理论上证明了地区有效的公共服务将成为规模报酬递增高技术产业的加速器。其次,根据分形几何理论,利用全国地级市和四大直辖市县域级数据证明了中国城镇层级体系的扁平化结构,资源分布不合理。最后对2008~2012年全国内地31个省级区域面板数据的计量研究显示,我国高技术产业的本地市场效应较弱。这一结果意味着,地方政府应在消除阻碍区域间信息和资源流动方面更加有所作为,优化流动要素在城镇层级体系中的布局,培育区域协同创新发展的新增长极。
This paper first introduces local public services to rebuild the local market effect model, and theoretically proves that effective public services in the region will become the accelerators of high-tech industries with increasing returns to scale. Secondly, according to the fractal geometry theory, using the county-level data of prefecture-level cities and four municipalities directly under the Central Government to prove the flat structure of China’s urban-level system, the distribution of resources is irrational. Finally, the econometric analysis of panel data of 31 provincial-level regions in the Mainland from 2008 to 2012 shows that the local market effect of high-tech industries in our country is weak. This result means that local governments should do more to eliminate the obstacles to inter-regional information and resource flows, optimize the layout of mobile elements in the system of urban-level system and foster the new growth pole of regional co-innovation and development.
