县级政府是我国行政管理体制中的基层环节,决定着政府依法行政的整体水平。改革开放近三十年来,我国县级政府依法行政尽管已经取得了巨大进步,但有部分工作仍进展不理想,存在问题。本文从县级政府依法行政中存在的问题入手,考察推进县级政府依法行政过程中面临的困难和问题,通过分析影响其原因,并通过研究提出解决县级政府依法行政的对策,有力推动县级政府依法行政,以实现建设县级法治政府的目标。
County-level government is the grassroots link in China’s administrative system, which determines the overall level of government administration according to law. In the past three decades of reform and opening up, despite the tremendous progress made by China’s county government in accordance with the law, some work still failed to progress satisfactorily and there were problems. This paper starts with the problems existing in the administration by county governments according to law, examines the difficulties and problems in the process of administration by county governments, analyzes the causes that affect them, and puts forward some countermeasures to solve the problems that county governments Level government administration according to law, in order to achieve the goal of building a county-level government by law.
