敕谕,也称敕书。敕谕用途有三:一是敕任官员,颁给外任官员。有坐名敕和流敕之别。坐名敕,颁给外任高官,写明被任命官员的官职、姓名,职权范围,任职期满要缴回;流敕也称流传敕,颁给职位较低官员,只写明官衔,不写姓名,职权固定、简明,任期满后不缴销,转交接任者收掌,在本衙门内流传。二是敕谕臣民。是皇帝针对某时某地发生的重大事件,向特定地区或部门公布的重要政策法令。三是敕封或谕告外藩。
