城镇居民收入增长失控表现在两个方面:一是城镇居民收入增长过快,大大超过了城市经济的发展速度;二是城镇居民间收入增长不平衡,出现了高低悬殊的问题。这个问题既不利于社会公平,也不利于效率优先。换言之,收入的高低悬殊现象挫伤了广大城镇居民的积极性。造成城镇居民收入增长失控的原因有政策性的问题、体制性的矛盾和调控措
The uncontrolled growth of incomes of urban residents is manifested in two aspects. First, the income growth of urban residents is too fast, far exceeding the growth rate of urban economy; secondly, the income growth of urban residents is imbalanced with high and low disparities. This issue is not conducive to social justice, but also not conducive to efficiency. In other words, the disparity in income has dampened the enthusiasm of the majority of urban residents.
