构建社会主义和谐社会的新图景在中国变得越来越清晰了。和谐社会作为一个完整概念,是在两年前党的十六届四中全会上明确提出的。在刚刚举行的十六届六中全会上,和谐社会成为惟一的主题词,构建和谐社会也由此进入实际操作的层面。胡锦涛总书记在纪念红军长征70周年大会上的讲话中,将构建和谐社会比作“新的伟大长征”。既然是新的长征,前行的路上自然免不了新的挫折、新的困难、甚至新的失败。专家指出,和谐社会的构建意味着在加快发展的同时,通过利益格局的重新调整,让越来越多的人切实体会到发展成果分配的公平性。这样一个过程,必然涉及许多体制和政策上的重大变革,而每一次变革的成败,都将影响到和谐社会构建的进程。还是套用那句老话:“前途是光明的,道路是曲折的。”和谐社会承载着中国老百姓新的期待,为了这个期待,我们也许还有一段相当艰难的路要走。那么,我们准备好了吗？
The new picture of building a socialist harmonious society has become clearer in China. As a complete concept, a harmonious society was clearly set forth at the Fourth Plenary Session of the 16th CPC Central Committee two years ago. At the 6th Plenary Session of the 16th CPC Central Committee that has just been held, a harmonious society has become the only keyword and a harmonious society has also been put into practical operation. In his speech at the General Assembly commemorating the 70th anniversary of the Long March of the Red Army, General Secretary Hu Jintao compared the building of a harmonious society with “a new great long march.” Since it is the new Long March, new frustrations, new difficulties and even new failures will inevitably come along the way. Experts pointed out that the construction of a harmonious society means accelerating the development at the same time, through the readjustment of the pattern of interests, so that more and more people can really understand the fairness of the distribution of development achievements. Such a process inevitably involves many major changes in system and policy, and the success or failure of each change will affect the process of building a harmonious society. Or the old saying goes: “The future is bright and the road is twists and turns.” A harmonious society carries the new expectations of the Chinese people and for this reason we may still have a rather difficult road to go. So are we ready?
