一、把减轻农民负担工作纳入了重要议事日程省委、省人大、省政府领导对减轻农民负担工作十分重视,把它作为稳定农村、稳定社会,密切党群干群关系,促进农村经济持续稳定协调发展的战略措施来抓。强调要切实减轻农民负担,千方百计使农民增产增收。并要求各级党政领导真抓实干,切实把这项工作抓出成效来。省政府在不到两年时间里,就召开了4次省长办公会议,专题研究减轻农民负担工作,还召开了5次全省减轻农民负担动员大会、电话会、现场经验交流会和工作会,下发了3个有关减轻农民负担的文件,有力地推动了这项工作的顺利开展。1990年2月,国务院12号文件下发后,省长陈邦柱当即在文件上作了批示,强调要认真调查研究,制定实施细则,切实把农民负担减下来。随后,省政府召开省长办公会议,专门听取省农经委有关农民负担情况和贯彻国务院12号文件意见的汇报,进行了认真
