2013年7月27日,内蒙古自治区呼伦贝尔市海拉尔区突降暴雨,城市低洼地区瞬间积水严重。这是自1960年以来该地区遭遇的最强降雨。最深处水深达1米左右,多辆汽车、行人被困水中。灾情发生后,海拉尔警方立即启动暴雨应急预案,全体救援民警以警为令,冒雨上路,在齐腰深的积水中展开救助行动。据统计,此次救援海拉尔警方共出动警力200余人,救助被困群众100余人、被困车辆70余台。
