21世纪90年代以来,由于技术进步、市场需求和放松管制等因素的影响,电信业出现了电信网、有线电视网和因特网三网融合的趋势。这种趋势改变了由单一网络传输单一业务的局面,出现了多网传输多种电信业务的局面,所以三网融合又被称为数网融合。本文重点分析了数网融合下电信竞争以及为促进竞争需要的管制改革。运用均衡模型从理论上分析了数网融合的市场结构、竞争行为和绩效的关系;对移动电信的融合即3G 的竞争和管制问题从理论和实践上进行了分析;提出了为适应数网竞争而采取的管制融合及相关措施。
