素质教育是根据国家教育方针,着眼于受教育者及社会长远发展的要求,以面向全体幼儿、全面提高幼儿的基本素质为根本宗旨,以注重培养受教育者的态度、能力,促进他们体、智、德、美等方面生动、活泼、主动地发展为基本特征的教育。从教育目标上看,素质教育应是群体目标和个体发展目标的统一。进行素质教育,目的是为整个中华民族素质的提高奠定基础。我们首先应当确立群体基本素质的培养目标,但群体素质的提高育赖于每个个体的发展,因此又不能忽视幼儿个体发展目标。这样,促进每个幼儿在原有水平上都得到发展的《幼儿园工作规程》精神才能得以落实。
