有这么一批能够对中央最高经济决策施加影响的经济学家,人称“决策圈经济学人”。党中央总书记、政府总理每遇重大经济问题不时会问计于他们,常出入中南海受最高决策人召见,一起座谈:每当起草党代会文件、政府工作报告时,他们中的一些人就聚集在北京西郊的玉泉山,热烈讨论,字斟句酌。十一届三中全会以来的20余年,经济理论的每一次重大突破,其成果被决策层接受直至写进党中央文件、政府工件报告,都凝聚着这类经济学人的贡献。
