根据我国“十二五”规划,到2015年我国计划建设保障性住房3600万套,其中廉租房计划增加不低于400万套,公租房计划增加不低于1000万套。然而,与棚户区改造和安居工程备受热捧相比,最需要资金的公租房和廉租房(以下简称“两租房”)并没有得到足够的支持,两租房建设中所面临的资金缺口一直难以得到有效解决。此外,建设规模的大幅增加,建材、人工等建设成本不断上升,也进一步加剧了两租房建设的资金压力。
According to China’s “Twelfth Five-Year Plan”, China plans to build 36 million affordable housing units by 2015, of which the increase of low-rent housing plans will be no less than 4 million units and that of public rental housing units be no less than 10 million units. However, compared with the renovations and housing projects in the shantytowns, the most needed public rental housing and low-rent housing (hereinafter referred to as “two-rent housing”) are not sufficiently supported. What are the two rental housing projects facing? The funding gap has been difficult to be effectively addressed. In addition, a substantial increase in the scale of construction, building materials, labor and other construction costs continue to rise, but also further exacerbated the financial pressure on the construction of two renters.
