党的十六届三中全会明确提出了“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”;强调“按照统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放的要求”,推进改革和发展的科学发展观。当前,牢固树立和全面落实科学发展观,实现“五个统筹”,对于全国、全省,尤其是民族地区实现全面建设小康社会的宏伟目标,都具有重大而深远的意义。云南是一个少数民族众多的边疆省份,如何树立和落实科学发展观,重点、难点都在民族地区,围绕着如何“丰富发展内涵、创新发展观念、开拓发展思路、破解发展难题”,作为民族自治州的州长有着更多和更深入的切身体会和思考。
