泉州和厦门高新技术企业的产值占国民经济总产值的比例很高,但企业创新和自主知识产权的含量很低。从调研的情况看,我们认为,企业的集成创新很重要;要注重产学研结合,重视引进外省科研机构和高校的科技力量;政府要加强对企业自主创新的推动,特别是在风险投资这一方面。政府现在还没有一个完善的鼓励企业自主创新的计划,目前用于自主创新的经费也很少。我们这次调研的目的,就是要把厦门和泉州的好做法带回去,并把企业对政府的建议和希望带回去,给政府做决策提供参考,尽快促成政府出台相应的激励政策和措施,以推动我省创新型社会建设的步伐。黄瑞霖
