With the social development of our country entering a new historical period, the spiritual needs of members of the society are constantly changing and improving. In this way, social volunteer service has been receiving more and more people’s universal attention and approval. Among them, the cultural volunteer service has become a public service activities, a beautiful landscape. The cultural volunteer service team, as an important complementary force in the construction of public cultural service system, is active in all fields and strata of social culture and plays an irreplaceable role in prospering and developing the grassroots level culture in urban and rural areas and promoting the great development and prosperity of socialist culture. In 2012, the Ministry of Culture and the Central Civilization Office issued a document on “Extensive Grassroots Texts.”
