文章分析了当前信访工作存在的不利于依法治国、建设社会主义法治国家的负效应,提出用法制化消除这些负效应,以适应加入WTO需要。阐述了公安信访法制化的目标、当前应着重解决的问题和应采取的措施。
The article analyzes the negative effects of current petition work against the rule of law and building a socialist country ruled by law, and proposes to eliminate these negative effects by using the legal system so as to meet the needs of joining WTO. Expounds the goal of the legalization of public security letters and visits, the problems that should be solved now and the measures to be taken.
