图书馆界一直把灾难定义为“一种完全出乎意料的并且毁坏或严重威胁藏书体系濒于毁坏的事件”。灾难尽管起因各不相同,但同样都会给图书馆的馆藏带来灭顶之灾。事实上,灾难往在发生在最出人意料的时间和地点。认为灾难完全可以防止或完全不可以防止,都是愚蠢和幼稚的,但我们能尽量防止灾难的发生,并且当灾难一旦发生也能使损失降低到最低限度。要做到这些,就要制定灾害的预防措施及对策,准备应急设备及充足的备用品,训练职员和救灾队熟悉各种应急措施和步骤。总而言之,就是要制定一个“灾难控制计划”。
The library community has always defined the disaster as “an event that is completely unexpected and destroys or seriously threatens the destruction of the system of books.” Although the causes of the disaster are different, they will also bring about the destruction of library collections. In fact, disasters are happening at the most unexpected time and place. It is foolish and naïve to think that a disaster can be prevented completely or not at all, but we can try to prevent disasters from happening and minimize the damage when disasters occur. To achieve this, it is necessary to formulate disaster prevention measures and countermeasures, prepare emergency equipment and adequate spare parts, and train staff and disaster relief teams to be familiar with various emergency measures and steps. All in all, it is to develop a “disaster control plan.”
