负面清单管理模式作为一种全新的规则,是以TIPP和TPP这两大贸易体系为依托进行投资协定,已经成为国际规则制定和贸易谈判的新趋势。在世界贸易格局快速重构的背景下,上海自贸区实施负面清单管理模式可以快速与国际接轨,实现自身的长远发展。当前负面清单推出了3个版本,限制重点越来越清晰,内容更为简化,这些为今后版本的更新提供了重要的参考价值。本文就对上海自贸区负面清单管理模式进行分析和探讨。
As a brand new rule, the Negative List Management (MLC) is an investment agreement based on the two trading systems, TIPP and TPP, and has become a new trend in the formulation of international rules and trade negotiations. Against the background of the rapid restructuring of the world trade pattern, the implementation of the negative list management mode in Shanghai’s FTA can quickly conform to the international standards and realize its own long-term development. The current negative list introduced three versions, the focus is clearer and clearer, the content is more streamlined, which provides an important reference for the future version of the update. This article analyzes and discusses the negative list management mode of Shanghai FTZ.
