目的探索提升疾控机构软实力的有效方法和途径。方法对云南省临沧市疾病预防控制体系建设的基本情况进行调查研究。结果提升疾控机构软实力要构建在硬实力不断增强的基础上,要进一步解放思想,改革创新,促进思想观念、工作机制和服务模式的转变;要大力加强文化建设,职业道德建设和人才队伍建设;要不断提高法制观念,服务能力和创新能力,在提升软实力的重要领域和主要环节上取得突破。结论推进疾控事业科学发展应牢牢把握发展机遇,着力提高综合实力和核心竞争力,促进形成软实力和硬实力“两翼齐飞”、“双轮驱动”的发展态势。
Objective To explore effective ways and means to enhance the soft power of CDC. Methods The basic situation of the disease prevention and control system in Lincang, Yunnan Province was investigated. As a result, it is necessary to improve the soft power of CDC institutions on the basis of ever-increasing hard power, to further emancipate the mind, reform and innovate, and promote the transformation of ideological concepts, working mechanisms and service modes. We should make great efforts to strengthen cultural construction, professional ethics construction and the contingent of qualified personnel We must continuously improve the concept of the legal system, service capability and innovation ability and make breakthroughs in important areas and major links in enhancing soft power. Conclusion To promote the scientific development of disease control and control should firmly grasp the opportunities for development, strive to improve the overall strength and core competitiveness, and promote the development trend of soft power and hard power “Two Wings Together ” and “Two-wheel Drive ”.
