为了贯彻第四次全国水土保持会议精神,水电部淮委协同豫、皖、苏、鲁四省,对鲁山、金寨、蒙阴、泗水、东海五个重点县进行了水土保持调查,初步摸清了水土流失现状,酿成水土流失的社会经济原因和自然因素,总结了水土保持工作经验,编制了重点小流域的水土保持工作规划,为合理利用土地资源、建设山区找到了正确的方向和门路。
