中央和地方政府正致力于发展中小企业，希望通过大力发展中小企业，直接利用市场机制解决失业问题。世界许多发达国家的经验证明了，中小企业的发展是促进经济增长和降低失业率的有效途径。中国政府已经认识到中小企业的发展是解决由国企改革、人口增长和城市化导致的失业问题的重要方法。 但目前，中小企业的现状令人担忧，它们被浸在“出身论”的阴影里，在经济的大潮中晃悠着，不知道哪里是岸。中小企业所急需解决的问题，能否获得基本的改善？
