为积极扩大内需,启动消费,切实加大投资力度,尽快缓解瓶颈产业对国民经济发展的制约,省政府同意省计委根据全省生产力布局和经济建设发展需要所确定的“2233工程”(即:竣工投产20个重点项目,加快建设20个重点项目,争取开工30个重点项目,加快前期工作的30个重点项目)。为把这100个重点建设项目抓紧抓好,抓出成效,经省政府研究,现提出以下实施意见,请认真贯彻执行。
