黑龙江垦区工业企业能源计量工作起步较晚,发展也不够平衡。一些已定、升级的企业能源计量器具的配备率较高,这无疑使能源计量具备了可操作性,也为企业能源计量工作的开展提供了必要的条件。但是,在生产实践中也暴露出能源计量器具配备率高、检测率低,甚至无检测的问题。据笔者调查,有些企业能源计量器具闲置不用,仍采用总耗能与总产量之比来反推算单产耗能量的方法,能源计量数据实际上是估算的;有些能源计量器具计量性能较差、故障率高、稳定性不好,致使计量数据严重失准而无法使用。据
