Background Information: The Reply Report on the No. 1008 Proposal of the Fifth Session of the Eleventh National People’s Congress in Beijing officially confirmed the construction of the road from Guangqumen to Tongzhou Canal Street in the next 2-3 years in reply to the proposal of NPC deputies. This road is referred to by the people as the third Chang’an Avenue. Its important function is juxtaposed with Chang’an Street in the traditional sense and the Chaoyang Road under construction. It has become a thoroughfare through Tongzhou across the entire urban area of Beijing.
