我国磷肥工业经过近50年发展,区域布局基本确定并更趋合理,产业集中度空前提高。但是,随着冶炼烟气制酸技术和产量的大幅度提高、环境保护和安全生产要求的提高、物流和铁路运力压力的增大,以及磷肥产能在全国范围的严重过剩与局部供不应求等矛盾的出现,需要对我国磷肥产业布局进行调整和优化。为此,建议从淘汰落后产能与布局优化相结合、“矿酸氨市”相结合、以运矿代替运硫、冶炼企业与磷肥企业相结合、高硫煤发电与用酸企业相结合、提高集中度与“三北”布局相结合等方面调整和优化磷肥产业布局。
