信访制度是具有中国特色的政治制度设计,在当代中国政治生活中发挥着特殊重要的作用。信访制度的存在和发展有其坚实的政治基础、法理基础和现实基础。从政治上讲,以人为本、执政为民是中国共产党的执政理念,维护群众合法权益、密切与人民群众的血肉联系是党委政府全部工作的应有之义;从法理上讲,信访与司法互为补充,相得益彰,共同为促进法治社会建设贡献力量;从现实上讲,民众的需求是信访制度存在和发展的肥沃土壤。总结成功经验,在实际工作中大胆探索、大胆实践,才是发展和完善信访制度的基本态度和努力方向。
