通过介绍海伦市共合小流域的治理经验,研究探讨了水土保持对减少水、土、肥流失及促进当地农村各业发展所起的作用,并进行了综合治理效益估算和分析。结果表明,开展水土保持小流域综合治理在经济上非常合理可行。
By introducing the experience of governance in Gonghe Small Watershed of Helun City, this paper studies and discusses the role of soil and water conservation in reducing the loss of water, soil and fertilizers as well as promoting the development of local rural industries. The benefits and benefits of comprehensive management are also estimated and analyzed. The results show that the comprehensive management of soil and water conservation small watershed is economically reasonable and feasible.
