国家自然科学基金委员会是根据《中共中央关于科学技术体制改革的决定》和《国务院关于成立国家自然科学基金委员会的通知》,于1986年2月开始组建的.国务院赋予基金委员会的任务是:“根据国家发展科学技术的方针、政策和规划,有效地运用科学基金,指导、协调、资助基础研究和部分应用研究工作,发现和培养人才,促进科学技术进步和经济、社会发展”.自然科学基金的评审和管理实行“依靠专家,发扬民主,择优支持,公平合理”的原则.
