中国的改革,从党的十一届三中全会至今,已经整整过去了21年。21年的时间,实在不算短了。当此世纪交替之年到来的时候,或许需要有一个新的“飞跃”。依编者个人浅见,这一“飞跃”的关键有两点:一是国有企业改革取得突破性进展,一是政治体制改革的继续推进。因为当今的中国改革,虽然是以经济改革为重点,但它越来越不只是一个仅限于经济范畴的改革,越来越成为一个需要在社会、政治等多方面同时进行改革的“综合性工程”。为此,本刊记者近日走访了国家行政学院两位资深教授、博士生导师周绍朋和许耀桐。两位专家分别在经济体制改革和政治体制改革领域有很深的造诣,他们的见解对于读者了解我国目前正在进行的国有企业改革和政治体制改革的一些前沿性问题,从而加深对国有企业改革及政治体制改革重要性的认识,以及工商行政管理职能转变的意义,会大有裨益。
