将总理各国事务衙门改为外务部,并使之升格,事在1901年,《辛丑条约》有专门条款规定。许多中国革命史教材。对此事这样叙述:将总理各国事务衙门改为外务部,班列六部之首。这个说法是不准确的。总理各国事务衙门初设于1861年。1901年订了《辛丑条约》,将总理衙门改为外务部,使其成为凌驾于吏、户、礼、兵、刑、工六部之上的专办洋务的特殊机构。六部并无废撤,怎能说是总理衙门班列六部之首呢?《辛丑条约》第十二款规
In 1901, the “Xinchuu Treaty” was governed by special provisions. Many Chinese revolutionary history teaching materials.
